ORGANIZATIONAL UNIT


The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

BACKGROUND INFORMATION

‘Laying the foundation for “VaMoz Digital!’ is a joint ITU-EU Delegation in Mozambique project in backing the Government of Mozambique between 2023 and 2026. The project aims to contribute to the implementation of specific actions to harness human centric digital transformation for sustainable development and inclusive growth in Mozambique. The activities under this project are as follows:

  • The strengthening and improvement of the digital enabling environment for accelerated digital transformation across all sectors;
  • The strengthening and improvement of policy and regulatory frameworks, as well as institutional capacity of the government bodies responsible for digital transformation, and other relevant stakeholders;
  • Share implementation findings, coordinate with national policy and decision makers, investors, development banks and development partners, among others, for informed interventions to ensure that digital transformation initiatives are inclusive for all, including marginalized communities and persons with disabilities and specific needs;
  • Develop capacities on a digital innovation ecosystem approach and strengthen digital innovation ecosystems for priority sectors.

Core to the implementation of activities is national ownership, human-centered and inclusive design, institutional collaboration with a wide range of national stakeholders and partners, cross-sector fertilization and fostering peer-to-peer learning across national government institutions and agencies and across developing countries is as important as the transfer of knowledge from developed countries.

TERMS OF REFERENCE

Under the guidance of the Senior Advisor in the ITU Regional Office for Africa and in close coordination with the thematic leads in ITU Development Bureau (BDT) Divisions and with guidance from the Government of Mozambique, the VaMoz Digital Project Consultant will ensure the development and implementation of the “Laying the foundation for VaMoz Digital!” project, in compliance with the ITU Project Management Manual, as well as with ITU internal rules and procedures.
To this extent, the consultant will:

  • Lead the development and the implementation of the project activities at the country level, in close collaboration with identified partners, including (but not limited to) empirical research; produce analytical reports; draft policy recommendations; compile good practices; organize events, sessions, and communication campaigns.
  • Draft speeches, opinion pieces, and briefings for senior management.
  • Produce digital assets; organize in-person workshops and produce statistical guidelines.
  • Provide guidance to other consultants, collaborate, and coordinate with the project’s core team made up of three thematic focal points, a part-time communication officer, a project assistant and other consultants recruited in the context of the project.
  • Ensure that the project advances against the work plan.
  • Ensure participation of the project target beneficiaries, including policymakers, in the project activities through appropriate communication and outreach strategies.
  • Ensure the implementation and delivery of all project outputs according to the established work plan and the results framework, within the specified project tolerances of time, cost, quality, scope, risk, and benefits.
  • Regularly review project status, evaluate performance criteria (scope, cost, schedule, and quality), document issues, and manage the risks that may be encountered throughout the implementation of the project.
  • In support of the ITU Project Support Division and the supervisor, prepare necessary documents such as progress reports, annual reports, financial reports, and detailed narrative reports deemed necessary by the project Steering Committee on the project achievements and deliverables and ensure that all conditions in the Partnership Agreement with the European Commission are respected during the implementation process.
  • Develop project documents and implementation plans, with clear goals, deliverables, KPIs and timelines.
  • Assess the results of the project activities and evaluate their impact; propose modifications to the implementation plan, as required.
  • Assess and mitigate risks where risks can have significant consequences for the project.
CONCRETE DELIVERABLES
  • Completion of the deliverables for the project as mentioned above (plans prepared, stakeholders lists compiled and validated, meetings and consultations designed and held, reports supporting documents and analysis prepared and delivered, outreach and stakeholder engagement undertaken).
  • Gathering, compilation, analysis and presentation of data and information relevant to the duties and deliverables.
  • Project reports, texts and presentations finalized.
COMPETENCIES
  • Outstanding communication skills and ability to interact with senior policymakers, including ministers, senior civil society leaders and directors of telecommunication regulation authorities.
  • Proven project management skills, including budget, activity, and data management, monitoring and performance evaluation.
  • Ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside ITU.
QUALIFICATIONS REQUIRED

Education: University degree in telecommunication/ICT, economics, international development, business administration, management, engineering, or a related field. An advanced degree would be an advantage.


Experience: At least five (5) years of progressively responsible experience in the above fields.


Languages: Knowledge of English at advanced level. Ability to communicate effectively in Portuguese would be an advantage.

REMUNERATION INFORMATION

Daily rate between 230 to 270 USD to be defined according to the work experience of the consultant, and it will be paid in monthly installments.
