ORGANIZATIONAL UNIT


The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

  • Operations Coordination Department (Office of the Deputy to the Director)
  • Projects, Partnerships & Digital Skills Department (PPS)
  • Digital Networks & Environment Department (DNE)
  • Digital Knowledge Society Department (DKS)

The Digital Networks & Environment Department is responsible to assist the Member States, especially the G77 countries, in a wide range of ICT development challenges, as basic connectivity, spectrum management, evolution of current to future broadband networks and technologies, enabling universal and affordable access, and strengthening the security through the cybersecurity support. In addition, the DNE Department provides expertise and needed support for emergency telecommunications and the increasingly important and urgent aspects related to the environment and climate change.

TERMS OF REFERENCE

The consultant is required to carry out detailed research on existing situation and provide recommendations on improvements of the following spectrum management strategic aspects in the Republic of Djibouti:

  • The existing economic and financial environment in the ICT sector of the country (ICT development indicators, investment, and envisaged plans).
  • The effective national policy and current regulatory environment in the field of spectrum management.
  • Global market and technology drivers of change in spectrum demand for: wireless (mobile and fixed) broadband, satellite systems and services including satellite direct-to-mobile services, broadcasting services, microwave links, spectrum for government requirements and their implications on strategic planning of frequency resources.
  • Trends in modern spectrum management and their applicability in the country.
  • Radio services and spectrum bands forward planning for the cutting-edge and emerging wireless technologies, including the need for spectrum reallocation and spectrum sharing.
  • Optimising established spectrum bands planning based on the socio-economic objectives of the country, creating an actions plan.
  • Review of spectrum licensing frameworks and spectrum pricing methodology to meet the requirements of new SM strategy.
  • Review of legal and operational framework in the field of spectrum management, policy objectives, responsibilities of regulatory institutions, decision-making processes.
CONCRETE DELIVERABLES
  • An inception report laying out the background, rational, methodology, and organization of the mission.
  • A questionnaire on spectrum management to be addressed to spectrum stakeholders.
  • A holistic and comprehensive report embodying recommendations and actions plan to improve strategic spectrum planning that will enhance, facilitate, and ensure the efficient, effective, and optimal utilization of radio frequency spectrum by all stakeholders in Djibouti.
  • Online workshops on:
    • General SM strategy issues relevant to the region.
    • Presentation of the outcomes and recommendations from the mission to be reflected in the SM strategy and actions plan for improving strategic spectrum planning.
    • Presentation of the draft of actions plan.
    • Identification of additional topics/issues for more specific consideration in the final deliverables.
COMPETENCIES
  • Excellent knowledge of modern spectrum management system and strategic planning of spectrum resources.
  • Knowledge of regulatory practices in strategic spectrum management and planning of the limited spectrum resources.
  • Extensive knowledge of the development in the areas of advanced and emerging wireless technologies and services, and demand/supply of spectrum.
QUALIFICATIONS REQUIRED

Education: Advanced university degree in telecommunications engineering, radio frequency engineering, telecommunications/ICTs or other related areas.


Experience: At least ten (10) years of experience in the ICT sector, with focus on spectrum management.


Languages: Knowledge of English and French at advanced level.

REMUNERATION INFORMATION

340-430 USD per day to be determined according to the work experience of the consultant.
